The banner on the disabled trainer should be clearer that you can still tag images while the trainer is down

The “We've temporarily disabled training while we investigate ongoing issues.” banner should mention something like “You can still use the labeler to prepare your dataset for when this issue is resolved, but you should download your tagged data when finished.” I was curious if it would let me and tried so I do not need it, but it may not be obvious to users who use the trainer less.
