negative reinforcements for moderator abuse/malconduct

I think I speak for all new and rank-and-file users, including myself, when I say that the civitai team is too soft on moderator misbehavior and abuse, a moderator had given me a 24 hour timeout in the discord server for something I hadn't even done, given he had a reason at all, while being in violation of several rules himself, and his consequence was allegedly only a verbal warning, which is a neutral reinforcement at worst, not to mention the civitai team member was lying through his teeth and didn't actually follow through with it. the server may be too big to fall now, but at the rate these moderators are going, and without any actual punishments for their ballsy conduct, they're gonna have nobody left to ban at some point, I think there should be some rules and guidelines set for moderators and, if necessary, community managers, with listed punishments based on the guideline violated and the number of past infractions with no expiration for old ones
