Disable download flag

An important option, which is missing on Civitai and the possibility of prohibiting the download to a model or lora. It is present on Tensor and other sites. The prohibited download does not exclude the use of the model for the online generation. This is useful to prevent many from downloading the model illegally and loading it on other sites or even sell it without authorization (it happened to many on Civitai).
