[Content Filtering] Add middle ground to "Safe" and "Everything" mode

I know you can blacklist tags on the account , but I feel this should only be reserved to content that you never want to see.

For instance , I could blacklist "woman" in my account , but then whenever I actually want to browse content with "woman" I have to remove the tag from the blacklist.

Would be better to let the blacklist tags apply to ALL content filters , and add a "Questionable Mode" button where the "My filters" button is currently.

"Questionable" content would allow nudity , but nothing that is too explicit (e.g penetration , genitalia focus , bodily fluids , extreme content)
