bar : suggested resources

Hello, here is a suggestion to improve the civitai website.

Subject: resources suggest on the models page.

I think it would be great to have a tab to put your suggestions grouped, applicable by default when you post a model and to which in a list of our models we can choose which models to update with the new highlights.
