add notification when a rating on an image is reviewed, but not changed

As title states, requesting a notification to show up when a rating change request image is reviewed by a mod but rejected/not changed, so people do not have to sit guessing if the rating change was rejected or the mods are just busy and didnt get to it yet. (ideally also with an (optional) field for clarifying why if it is ambiguous)
