Add an option for a bounty to be voted on by users and most voted wins (mini contest bounty)

I haven't experimented with the bounty system, so I'm not sure if this is possible. I was thinking about a potential feature: rather than having the user who initiated the bounty choose the winner, what if the winner was decided by community votes? We could establish specific timeframes for submitting bounties and for the voting process. It's just an idea that crossed my mind since the style contest just ended.
